1995 Fleer Ultra X-Men Sealed Unopened Promo Card Packs Wolverine Gambit Marvel. Included is one of each character wrapper (four total) from the card series it promotes: Wolverine, Gambit, Jean Grey and Cable.
These include Capcom cards. The last picture is an example of cards that may be (but not guaranteed to be) contained inside the sealed packs. I do not know exactly what cards are inside because they are sealed.
